2. JOB SUMMARY
The Senior Program Manager – Program Delivery is a senior program management position providing day-to-day program operational leadership and ensuring the effective, timely, high-quality and accountable implementation of BOMA's programs. The position provides day-to-day operational and technical oversight of program delivery across assigned projects, ensuring that program teams translate approved strategies, designs, workplans and budgets into high-quality implementation and measurable results.
Working under the strategic direction of the Chief Program Officer, the Senior Program Manager coordinates Program Managers and Coordinators, strengthens delivery of quality program implementation, monitors program performance, resolves operational challenges and ensures consistent application of BOMA's program models, standards, policies, systems and approaches.
The role serves as a critical link between program leadership and field implementation, ensuring that program operations are cost-effective and delivered with impact, on time, in budget and within the scope.
Responsibilities
3. KEY RESPONSIBILITIES
A. Program Delivery and Implementation Management
• Provide day-to-day oversight and coordination of assigned programs and projects to ensure quality delivery against approved objectives, targets, timelines and budgets.
• Translate approved program strategies and implementation plans into practical delivery priorities for Program Managers and project teams.
• Review and monitor program workplans, budgets, implementation schedules, activity plans and deliverables.
• Ensure program activities are implemented in accordance with approved designs, contractual requirements, BOMA standards and donor commitments.
• Identify implementation bottlenecks and work with Program Managers and relevant support functions to develop and implement timely solutions.
• Ensure effective coordination across programs and other departments for smooth, cost-effective and timely implementation
• Track implementation progress and escalate significant risks, delays, quality issues or resource constraints to the Chief Program Officer
• Support effective start-up, implementation, transition and close-out of projects.
B. Supervision and Management of Program Teams
• Provide functional leadership and supervision to Program Managers and other program delivery staff as assigned.
• Support Program Managers to develop clear priorities, workplans, performance objectives and team structures.
• Hold regular program delivery reviews with Program Managers to assess progress, challenges, risks and required actions.
• Strengthen accountability for delivery against agreed program targets and staff performance expectations.
• Coach and mentor Program Managers and other program staff to strengthen management, leadership and technical competencies.
• Support performance management processes, including identification of performance gaps and implementation of improvement actions.
• Promote teamwork, collaboration, problem-solving and a culture of accountability across program teams.
• Ensure field teams have the technical guidance, tools and resources required for effective implementation.
C. Program Quality Assurance
• Ensure consistent application of BOMA's program models, technical standards, implementation guidelines and quality assurance systems.
• Conduct regular reviews of program implementation quality and provide corrective guidance where required.
• Work with technical teams to ensure appropriate adaptation of BOMA models to different contexts while maintaining model fidelity and program quality.
• Ensure safeguarding, GESI, accountability and other cross-cutting standards are integrated into implementation.
• Collaborate with Research and Learning, Communication Manager to document implementation lessons, good practices, innovations, case studies and evidence emerging from program implementation.
• Promote continuous improvement in program delivery approaches, systems and tools.
D. Program Performance and Accountability
• Monitor progress against program indicators, targets, milestones and deliverables.
• Review program performance data, dashboards, KPIs and BVAs with Program Managers to identify trends, gaps and corrective actions.
• Ensure program teams regularly use data analysis from Salesforce to inform implementation decisions and improve participant outcomes.
• Support timely preparation and review of internal program performance reports.
• Contribute to donor and management reporting by providing accurate implementation information and analysis.
• Support preparation and follow-up of program performance improvement plans where targets are not being achieved.
E. Budget and Resource Management
• Work with Program Managers and Finance teams to monitor program expenditure against approved budgets
• Review program spending and identify under- or over-utilization of resources using monthly BVAs
• Ensure implementation decisions are aligned with approved budgets and donor requirements.
• Support Program Managers to develop realistic activity budgets and resource plans.
• Escalate significant budget variances, funding gaps or resource constraints to the Director of Programs and relevant finance colleagues.
• Promote efficient use of program resources and value for money in implementation.
F. Program Planning and Coordination
• Support the Chief Programs Officer in translating organizational priorities into annual and quarterly program delivery plans.
• Coordinate consolidated program implementation planning across assigned projects.
• Facilitate regular program review meetings and ensure agreed actions are followed
• Maintain visibility of key program milestones, deliverables, dependencies and risks.
• Coordinate with Finance, MEL, Operations, HR, Safeguarding, Communications and Business Development teams to ensure effective program delivery.
• Support organizational readiness for new program start-ups and transitions.
G. Partnerships and Stakeholder Coordination
• Support Program Managers in maintaining effective relationships with government, implementing partners, community institutions and other program stakeholders.
• Support effective coordination with county and national government structures relevant to program implementation.
• Ensure partner implementation is monitored against agreed deliverables, quality standards and contractual requirements.
• Escalate significant partnership performance or relationship issues to the Chief Programs Officer
H. Risk Management and Compliance
• Monitor program implementation risks and ensure appropriate mitigation actions are developed and followed.
• Ensure programs comply with donor agreements, BOMA policies, government requirements and relevant technical standards.
• Support Program Managers to maintain appropriate risk registers and implementation action trackers.
• Ensure timely escalation of significant safeguarding, financial, operational, reputational or programmatic risks.
• Support internal and external audits, donor reviews, assessments and program monitoring visits.
I. Learning, Innovation and Knowledge Management
• Collaborate with Research and Learning to promote cross-program learning and sharing of implementation experience.
• Work with technical, R&L and MEL teams to identify opportunities for program adaptation and improvement.
• Contribute to development and refinement of BOMA's program delivery tools, systems and processes.
J. New Business Development Support
• Provide implementation inputs to concept notes, proposals, budgets and project design processes when requested.
• Contribute operational and technical perspectives to ensure proposed programs are realistic, deliverable and adequately resourced.
• Support program start-up planning for newly awarded projects.
• Provide implementation information, lessons and evidence to support donor engagement and proposal development.
• Participate in donor meetings and proposal development processes as delegated by the Chief Program Officer.
3. KEY DELIVERABLES
The Senior Program Manager will be accountable for ensuring:
1. Assigned programs are implemented on time, within approved budgets and to required quality standards.
2. Program Managers have clear priorities, appropriate support and strong accountability for delivery.
3. Program performance is regularly reviewed and corrective actions are implemented promptly.
4. Program risks, implementation bottlenecks and quality issues are identified and addressed early.
5. Program data is routinely used to improve implementation and participant outcomes.
6. Donor, contractual and organizational program requirements are consistently met.
7. Program teams demonstrate strong coordination, collaboration and implementation discipline.
8. Lessons and innovations from implementation are documented and shared across BOMA.
9. Program resources are used efficiently and in accordance with approved budgets.
10. Program implementation is aligned with BOMA's approved strategies, models and standards.
Requirements
4. QUALIFICATIONS AND EXPERIENCE
Education
• Master's degree in Development Studies, International Development, Entrepreneurship, Economics, Social Sciences, Project Management or a related field.
• A Bachelor's degree in a relevant discipline is required.
• Professional qualifications in data analysis or project/program management are an advantage.
Experience
• At least 5 years of progressive experience in data or program/project management, preferably within international development, humanitarian, economic inclusion, social protection or livelihoods programming.
• At least 3 years in a management role with responsibility for supervising program teams and managing complex projects.
• Demonstrated experience managing multiple projects or programs simultaneously.
• Experience in data analytics, insights and reporting
• Experience managing programs implemented across multiple geographic locations.
• Experience working with donor-funded programs and compliance requirements.
• Demonstrated experience in program planning, implementation, performance management and reporting.
• Strong people management, coaching skills, performance management and accountability orientation.
Others
• Strong proficiency in Microsoft Office and program management/data systems.
• Ability and willingness to travel frequently to project locations.
• High level of integrity, professionalism and commitment to BOMA's mission and values.
