1. ABOUT BOMA
BOMA is a non-profit organization founded in 2006, with a vision to end extreme poverty in Africa’s drylands. We are driven by our mission to provide the people and governments of Africa Drylands with adapted economic inclusion programs that significantly reduce extreme poverty rates and enhance their ability to withstand multiple crises. This is achieved through the BOMA context-adaptive Rural Entrepreneur Access Project (REAP) graduation model designed to economically empower women, youth and refugees by equipping them with the skills, resources and linkages necessary to achieve sustainable livelihoods.
To date, BOMA has transformed the lives of over 1 million women, youth and refugees, focusing on last-mile communities most vulnerable to climate change and systemic shocks. 2. ABOUT THE PROGRAM
BOMA is implementing a 5-year project, “Creating Shared Value with Young People in the Livestock Sector (CASHA) Project,” designed to transform the livelihoods of 300,000 youth and women across 15 Arid and Semi-Arid Land (ASAL) counties by unlocking opportunities in livestock and agri-related value chains. The project will enhance the competitiveness and inclusivity of these sectors by equipping young women and men with relevant skills, knowledge, and capacities to access dignified employment, establish sustainable enterprises, and participate meaningfully in value chains. Through strengthened market linkages, improved access to finance and investment opportunities, promotion of gender equity, and adoption of climate-smart livestock practices, the program seeks to foster resilient livelihoods while contributing to inclusive economic growth.
The 15 target counties are organized into four clusters: Northeastern Cluster (Mandera, Garissa, Wajir, Tana River, Kitui); Upper Eastern Cluster (Isiolo, Marsabit, Samburu, Laikipia); Lower Eastern Cluster (Kajiado, Makueni, Taita Taveta); and North Rift Cluster (Turkana, West Pokot, Baringo). Within these geographies, CASHA will address systemic challenges such as gender inequality, limited financial inclusion, weak market access, and climate vulnerability. The project will leverage a Challenge Fund, strategic capacity building, and innovative partnerships to ensure that youth and women are empowered as key drivers of transformation in livestock and agri-related systems.
3. POSITION SUMMARY
The Cluster Lead will provide strategic leadership in delivering CASHA program outcomes across livestock and agri-related value chains in the assigned cluster counties. The position holder will be the project manager for BOMA led activities in the consortium in the respective cluster counties. S/he will oversee planning, implementation, reporting, resource management, and coordination with consortium partners to ensure integrated interventions using BOMA’s REAP graduation model. The role will strengthen capacity building, market linkages, access to finance, enhance skills development, climate action and expand livelihood opportunities, enabling young women and men to access fulfilling and dignified employment and entrepreneurial pathways within livestock and agri-related culture value chains.
Reporting Consortium Project Lead, the Cluster Lead will strengthen partnerships with county governments, private sector actors, TVETs, research institutions, and financial institutions to unlock technical collaborations and financing opportunities that catalyze job creation across the livestock value chains. S/he will guide business coaches to deliver project activities including assessments and surveys, community entry, participant targeting, training, linkages to markets, access to finance, while ensuring climate and gender mainstreaming, adaptive learning and quality delivery. The ideal candidate has a strong background in livestock and agri-related programming, proven experience in stakeholder engagement, and the ability to translate program strategies into tangible employment and business opportunities for young women, men, refugees and persons with disabilities living in the ASAL communities.
Responsibilities
4. RESPONSIBILITIES:
4.1 Leadership, Planning and Implementation Responsibilities:
4.1.1 Responsible for the advancement and execution of BOMA’s Vision, Mission, and Values; ensuring that the same are clearly and well-articulated in BOMA’s daily work and among staff, partners, collaborators and participants/targets.
4.1.2 Lead the planning and coordinate implementation of CASHA activities at the Cluster and County level, including collaboration with county-level partners’ activities in the consortium.
4.1.3 Collaborate with the Consortium Cluster Lead to ensure timely and adequate logistical arrangements for field travel on Project activities.
4.1.4 Represent BOMA at Cluster/ County level meetings with stakeholders, including Government, where requested.
4.2 Technical Responsibilities:
4.2.1 In collaboration with the Consortium project Lead, provide strategic direction and work towards integrating the REAP model into the CASHA program delivery
4.2.2 Ensure gender mainstreaming and social inclusion in the entire project delivery and reporting
4.2.3 Establish strategic partnerships with county governments, TVETs, research institutions, private sector actors, and financial institutions to expand market linkages, enhance skills development, and unlock financing opportunities that enable young women and men to access and thrive in the livestock and agri-related sectors
4.2.4 Provide support in project assessments, surveys, collection and analysis of program data; capture and share lessons learned, case studies and success stories and best practices for project interventions.
4.2.5 Support development, review and dissemination of project documents that capture best practices and lessons learned from the CASHA project to inform future project design.
4.2.6 Support development and review of internal project reports.
4.3 Program Responsibilities:
4.3.1 Engage with and securing acceptance of local leaders and the community about project roll out in the cluster counties.
4.3.2 Oversee community entry, stakeholder engagements and participatory targeting processes in each targeted community to identify and verify a pool of qualifying CASHA participants.
4.3.3 Oversee, coordinate, and participate in implementation of project activities including participants’ application of the Challenge Fund grant, business planning, due diligence, grant disbursement, business mentorship, trainings, linkages and the establishment of savings groups.
4.3.4 Oversee training and performance of the business coaches delivering the project activities to ensure quality delivery in time, scope and within the budget.
4.3.5 Plan and conduct regular field visits to assess the implementation of activities
4.4 Data Collection, Analysis and Reporting
4.4.1 Coordinate with the M&E team to ensure timely and quality targeting verification, collection of baselines and end-line data and monitoring activities via digital technology tools and systems.
4.4.2 Carry out regular field visits, spot checks and provide oversight to project sites to support business coached, trouble shoot and communicate to Project Lead on any emerging issues for effective response.
4.4.3 Ensure timely, realistic, and high-quality project planning, implementation, monitoring, reporting, and learnings are captured.
4.4.4 Ensure that all reports, both internal and external, are prepared and submitted in a timely manner
4.5 Compliance and Logistics
4.5.1 Ensuring timely and accurate timesheet submissions by the Cluster staff members.
4.5.2 Collaborate with the Consortium Cluster Lead on ensuring proper compliance with donor policies and procedures.
4.5.3 Oversee procurements, deliveries, and other logistical coordination in Cluster counties.
4.5.4 Support other program activities in the Cluster counties on requests by the Project Lead.
4.5.5 Enforce the consistent utilization of established system tools and processes by all staff across the Cluster counties, with clear accountability mechanisms in place.
5. INTERNAL/EXTERNAL RELATIONSHIPS
5.1.1 Cluster lead reports to the Project Lead in BOMA
5.1.2 He/she will work collaboratively with other implementing partner staff from CASHA partners in the consortium.
Requirements
6. EDUCATIONAL REQUIREMENTS:
6.1 Degree or Higher National Diploma in Animal Science, Livestock Production/ Food systems, Agriculture Economics, Agri-business Management, Climate Change and Natural Resources Management, Entrepreneurship, Commerce, Economics, Business or a related livestock sector from a recognized institution.
6.2 Master’s degree in a relevant field desired
6.3 Experience in entrepreneurship, agriculture/livestock and business mentorship/coaching
6.4 Training and/ or Certification in Program/ Project Management disciplines
7. MINIMUM REQUIRED EXPERIENCE:
7.1 A minimum of 3 Years of experience in Development Program Management for Degree or Diploma holders
7.2 Experience in entrepreneurship and development work with young women, men and refugees will be an added advantage
8. OTHER REQUIRED COMPETENCIES:
8.1 Commitment to the mission of BOMA.
8.2 Demonstrated ability working in a consortium with different partners and County government.
8.3 Prior experience in complex programs, coordination and remote management, including coordination of teams of staff working in remote field locations with intermittent or limited connectivity.
8.4 Proven competency/experience in livestock and agri-related sector
8.5 Strong project management skills including the ability to anticipate demand and manage multiple tasks and projects while meeting tight deadlines.
8.6 Strong data analysis and ability to draw data insights for decision making
8.7 Excellent interpersonal, oral, and written communication and negotiation skills, in English, Swahili, and one of the languages spoken in Cluster Counties of the application.
8.8 Knowledge of poverty graduation approaches, livelihoods, and experience in working in the Arid and Semi-Arid Lands (ASAL) of Kenya is highly desirable.
8.9 Excellent computer skills in Word, Excel, PowerPoint, internet, remote conferencing applications. Experience using Salesforce a plus.
8.10 Good report writing skills
8.11 Ability to work under pressure in a fast-paced environment.
