2. JOB SUMMARY
Mercy Corps led Nawiri program works in the most vulnerable communities with extremely high Global Acute Malnutrition (GAM) rates in the counties of Turkana and Samburu. The overall goal of Nawiri is to sustainably reduce persistent acute malnutrition to below 12% by 2027 in the targeted counties. Mercy Corps led Nawiri brings together other partners, Save the Children, BOMA, local implementing partners and works closely with county governments and other stakeholders to implement layered multi-sectoral interventions that address immediate, underlying, basic and system level drivers of malnutrition at individual, Household, community and at systems level. Under the consortium, BOMA is implementing REAP for Nutrition (R4N), a poverty graduation for nutrition outcomes approach the targets participants drawn from nutritional vulnerable groups malnourished or at risk who are ultra poor.
Field Officer position under BOMA will be a member of the Nawiri sub county team members that are directly/indirectly responsible for implementing nutrition-sensitive and specific interventions at sub-county (prioritized wards) level through REAP for Nutrition anchor group. The position will coordinate and supervise R4N several R4N mentors who directly interact with program participants and their households. The holder of this position shall report to Program Coordinator, Nawiri and work closely with Health and Nutrition officers, alternative livelihood and Market officers and other sub county level officers to layer and integrate other Nawiri investments, approaches and intervention within the REAP for Nutrition anchor group.
Responsibilities
3. DUTIES AND RESPONSIBILITIES
3.1 Programmatic Duties
3.1.1 In consultation with Program coordinator, oversee implementation of Poverty Graduation for Nutrition (R4N) interventions within the sub county of Samburu Central as stipulated in the design documents and Program Business Unit operation plans.
3.1.2 Utilize Performance insight (PI), Power BI and other IT driven tools to monitor and track daily, weekly and monthly progress of business groups and their enterprises under your jurisdiction to achieve 100% business performance KPIs including graduation metrics.
3.1.3 Utilize Performance insight (PI), Power BI and other IT driven tools to monitor and track daily, weekly and monthly progress of savings groups under your jurisdiction to achieve 100% savings groups performance KPIs including graduation metrics.
3.1.4 Utilize Performance insight (PI), Power BI and other IT driven tools to monitor and track daily, weekly and monthly progress of R4N participants and their households under your jurisdiction to achieve 100% HHs performance KPIs including graduation metrics.
3.1.5 Collaborate with mentors to schedule and conduct R4N participants capacity building sessions through the group coaching and training approach on lifeskills, financial literacy, WASH, Health and Nutrition, diversification of livelihoods, social integration alongside priority behaviors as per SSBC strategy.
3.1.6 Support implementation of participant selection and enrollment of future cohorts and other pre launch activities as planned and agreed within USAID Nawiri guidelines and BOMA
3.1.7 Jointly with Sub County Nawiri purpose 1 team, schedule, conduct and report linkages and referrals (Market, Financial, CHS, Production etc) activities for HHs, business groups and savings groups under your jurisdiction for active and non-active cohorts within USAID Nawiri resilient livelihood and BOMA Market and Financial linkages strategies.
3.1.8 Coordinate with mentors to schedule, implement and report monthly case management for nutrition resilience (CMNR) activities for participating HHs and groups under your supervision in line with CMNR and Social and Structural Behavior Change Strategy.
3.1.9 Utilize approved field level supervision and monitoring tools, monitor implementation of activities through regular field visits and assessments to ensure program quality and impact; and document challenges, successes and lessons learned
3.1.10 In consultation with sub county Nawiri program manager, mobilize communities and their leaders for project activities as planned
3.2 Monitoring, evaluation, reporting and learning
3.2.1 Conduct monthly review and physical verification for accuracy and completeness of all primary data sources (Participants business record books, Mentor’s business and Savings groups record books, child and group nutritional data) for decision making.
3.2.2 Develop and implement strategies to achieve 100% data abstraction monthly per mentor under your supervision for all primary source data (BGs, SGs and Child and group registers).
3.2.3 Ensure 100% DQA issues raised by M&E and programs are addressed on time as enshrined in the R4N M&E plan.
3.2.4 Prepare accurate and timely monitoring and field reports on a weekly basis , success stories and other project documentation as prescribed in Nawiri and BOMA reporting templates and timelines.
3.2.5 Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.
3.2.6 Conduct qualitative and quantitative data driven mentors bi monthly review meetings to track progress towards graduation and for decision making.
3.2.7 Provide required support to deliver planned M&E and Learning and Research activities in the sub county.
3.3 Strengthen Partnership Management and coordination at sub county level.
3.3.1 Participate in Sub County scheduled joint planning and review meetings aligning R4N monthly work plans with sub county joint integrated work plans and movement plans.
3.3.2 In coordination with Monitoring and Evaluation officer and PC, keep sub county Nawiri teams abreast of R4N Progress using available data on Power Bi, Salesforce and other relevant data sources to foster data driven decision making on R4N interventions.
3.3.3 Develop and submit 2 quality success stories per quarter.
3.4 Administrative duties
3.4.1 Maintain a 100% compliance rate with all BOMA policies and procedures.
3.4.2 Provide direct supervision to mentors in line with BOMA policies and procedures to enable mentors achieve 100% KPI on their roles as evidenced through various dashboards.
3.4.3 Timely address and cascade operational issues raised by mentors under your jurisdiction.
3.4.4 Handle any discipline issues for the Mentors and escalate such matters beyond your scope to the Program coordinator and/or People Department.
3.4.5 Attend weekly, monthly and quarterly planning and review meetings as scheduled by Program Coordinator.
3.4.6 Perform any other relevant duty as assigned by the supervisor.
Requirements
4. Minimum qualification and required competencies
4.1 Degree or Diploma in Community health, Nutrition and Dietetics, community health and development, food nutrition and Dietetics or any other relevant health and nutrition field from a recognized institution.
4.2 A minimum of 2 years of relevant experience (in a similar role in the Northern Kenya) preferably in a nutrition program and poverty graduation program for nutrition outcomes.
4.3 Effective communication, interpersonal skills, problem solving, Possession of self-drive; able to work with minimal supervision.
4.4 A resident of Samburu County
